A kerte is a Turkish maritime word. It names the notch on a compass card that marks one degree of heading — one fixed reading of where a ship is pointed, taken against a known reference. Thirty-two of them divide the card into the points of the compass.

Without that reading a ship still moves. It does not navigate. It drifts.

Why a strategy engine took a navigation word

Strategic decisions are no different from a ship at sea. Most teams set off with a direction — a goal, a roadmap, a board deck — and no fixed reading of where they actually stand. Direction without position is drift wearing the costume of progress.

A kerte is the smallest honest unit of knowing where you are: one notch, one reading, against a reference that does not move. That is the whole product in one word. The engine reads a position. The course stays the operator’s.

A notch is fixed. The card it sits on can be any card — a cybersecurity card, a sustainability card, a Socratic-dialogue card. The reference is stable; what you read against it is configured. That is the engine in miniature: a fixed scale (CMMI 1.0–5.0), a fixed method (As-Is → To-Be → Gap → Roadmap), and a pluggable way of taking the reading.

kerte.dev is the engine. kerte.io is one application of that engine. Everything else follows from that sentence.

The result object is the same thing in the same engine. The two surfaces describe it in two keys — which is why a reader who meets kerte on one recognizes it on the other.

How an honest measurement engine is made

1. Epistemology is a parameter.

   Most engines support one way of knowing and hide it as an assumption. kerte makes the choice explicit and configurable: deterministic where the world has already drawn the rule, stochastic where truth only arrives as a story, composite where both are true. The code does not change. The setting does.

2. The floor is fixed so the ceiling can be intelligent.

   Under every stochastic reading sits a deterministic floor — the band definitions, the allowed vocabulary, the rules that bound a plausible interpretation. The model proposes. The floor disposes. That is why the engine can use a language model without inheriting its imagination.

3. Show the work, citation by citation.

   Every shift in belief points to a literal quote. A measure is not a verdict handed down; it is an argument you can read, line by line, and overturn. An engine that cannot show its evidence is asking for trust it has not earned.

4. Uncertainty is reported, not rounded away.

   A 3.2 with low variance and a 3.2 with high variance are different sentences, and kerte says both. False precision is the house style of every tool we are not. We would rather show a wide interval than a confident wrong number.

5. The human is the judge; the engine is the calculator.

   The reader confirms, flips, or skips every cited marker. Confirmation overrides the engine. Automation that removes the human from the judgment is not what this is.

6. The audit log is the product, not the paperwork.

   Which question was asked, what was answered, which band was proposed, what was challenged, how it updated, where it landed — all of it, recorded. A month later “where did this come from” has a file for an answer. Transparency here is not a claim. It is a record.

7. Opinionated by design.

   Five commitments do not move: the four-step skeleton, the three modes, the CMMI 1.0–5.0 scale, behavioral evidence with a deterministic floor, and audit logging. They are not options behind a settings page — they are the thing. An engine that will agree to anything measures nothing.
